It is nice of you to further elaborate the context of Bhramara through reference of Abhijnana Shakuntalam which is available on the following page:

Bhramara appears at more than one place in this text and to properly understand, I have to read thoroughly. One point is noteworthy from deekshamantra -- Bhramara is Krishna himself who wants to enjoy Radha whose heart is lotus. It indicates that Radha is not the ordinary nature but the highest evolution of nature whom even God wants to enjoy in the form of a Bhramara. Whether this fact is supported by Abhijnana Shakuntalam is to be seen. - Vipin
